I read this story today: The Obama administration is asking Anthem Blue Cross to justify its plans to raise health insurance premiums... Health and Human Services Secretary Kathleen Sebelius sent a letter to the company's president on Monday calling the planned increases extraordinary and difficult to understand. She wrote that the company has an obligation to provided a detailed justification for the rate hikes to the public. I thought that health insurers were state regulated and regulated by the NAIC--not the Secretary of Health and Human Services. Anthem is in California if that makes a difference.

In october im going to be 16 and neither me or my dad want to pay the massive charges for insuring a teenager that has just passed there test at 17. What i would like to know is if there is anything i could do when im 16 that would make the insurance cheaper, for example getting a scooter and riding that so i have one years no claims or getting driving lessons in a private area where it is legal. I have rang my broker and have been told Axa do not recognise an avensis D4D vermont as being a 4 door saloon. My mother and I have been looking at cars since I will be 16 in a year so we wanted to get a head start on what car we would try to get for me. I believe I found the perfect car for me. It fit all the qualifications my mom had set. The only problem that she has with it is that it's a coupe (although she didn't seem to have a problem with getting me a coupe a few months ago since she almost bought me on but I said no to it). She said the insurance would be a lot since it's a coupe but I figured as long as I handle my money the correct way, I could handle it. The car that I've fallen in love with is a Toyota Celica( 2001-04). The car for sale is slightly under 5k, gets 25mpg city and 32mpg highway, and it has less than 80,000 miles on it (not to mention, it has the sporty look to it that I can tune over the years).
